Shapiro was born the 20th of June 1973 at Kansas City, Missouri and was raised in Montgomery County, Pennsylvania. He was a student at Jack M. Barrack Hebrew Academy for High School. He was a student at in the University of Rochester, and in 1992, he was the first freshman to be elected to the office of the president student body at the University of Rochester. He graduated with the degree magna cumlaude in the year 1995. He was awarded an J.D. qualification in 2002 from Georgetown University Law Center in 2002.
